About Us

Citizens around the world are talking. Which public services work best, which are expensive, and which are most effective? But these voices often do not find their way to decision makers.

SEMA aims to increase transparency and accountability of public services by gathering real-time citizen feedback.

SEMA is experimenting with ways to make this feedback efficient, effective, and meaningful for creating actual change.

We're at Innovation Village, at Ntinda Complex off Ntinda Rd in Kampala, Uganda.

The “SEMA System”

Citizens can provide data on their public services through a suite of tools, designed for both wide and deep feedback.

A hardware feedback terminal collects basic, 1-5 satisfaction ratings.

A USSD code that citizens can dial from any place of their convenience to give feedback about public service delivery.

Face to face interviews provide an added layer of depth and unlock user stories that drive public service improvements.
